Prison Management and Leadership

A prison system based on international standards and norms is a good system, one which is grounded in a deep respect for the rule of law and human rights. Prison leaders must effectively implement international standards and norms in the prisons for which they are responsible.

Panopticon Consulting works with senior staff to cover all aspects of effective, fair and just prison management including:

Ensuring that the prison procedures are applied without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status, is core to our work in Panopticon Consulting. We place particular emphasis on ensuring that prisoner managers focus on the needs of women and juveniles, as well as other special and vulnerable groups.

Prison leaders are challenged to identify the reforms that they must contemplate in order to bring their institutions into compliance with international standards and are supported in identifying the most effective ways to bring about the necessary change.

Panopticon Consulting does not underestimate the complexity of the task of prison reform and it therefore does not propose ready-made solutions. We do not attempt to anticipate and answer all the questions that will come up in the process. However, we seek to facilitate some fresh thinking about the many common issues and challenges prison leaders often face and offer possible solutions to them. With these new tools, prison leaders will be able to identify practical ways to approach the prison management problems they face.

Panopticon Consulting has worked on improving prison management processes in prison systems in over 12 countries around the world, including: Uganda; Haiti; Palestine; Kyrgyzstan; Pakistan; Mongolia; Turkey and Libya.
