Dr Shane Bryans is now working for the International Committee of the Red Cross as its Regional Prison System Advisor for South-east Asia and is not currently taking on any new projects.

WHAT WE DO

Panopticon Consulting works with countries to improve their prisons by focusing on the principles; policy and practice within which those prisons operate. The focus of our work is to ensure that: prisoners are held securely (prison security); prisoners are treated with humanity (conditions of confinement); and prisoners are prepared for release (reform and rehabilitation). Creating an ethical framework, developing an effective prison management ethos, and ensuring sustainable reform have underpinned Panopticon Consulting’s work in the over 18 countries around the world.

OUR MISSION

Panopticon Consulting seeks to develop with counterparts a shared understanding of what support is needed, what can be realistically be achieved, and how to implement any project, rather than imposing a pre-defined model or solution. By adopting this approach to prison reform, Panopticon Consulting has established a record of achieving successful outcomes in complex, challenging and sensitive environments.

PROJECTS

In recent years Panopticon Consulting has been working in various countries on behalf of the United Nations, European Commission, Council of Europe, NGOs and individual governments.
